Animal Shelter Project Breaks Ground Today

$6.4 million project to build new shelter, expand court and police headquarters

The signs are up. The construction fence surrounds the property. Today, the ceremonial ground breaking will officially start the expansion of the Justice Complex on Oak Avenue in Toms River to build a new animal shelter and expand the police headquarters and municipal court.

The $6.4 million contract to Kelso Construction Company for the building of a new animal shelter, located on the grounds of the Municipal Court and Justice Complex on Oak Avenue in Toms River, was awarded in March.

Today at 9:30 a.m., the township will hold a ground breaking ceremony on the property to start the project, with a new animal shelter replacing an old, cramped one off Whitesville Road.

The project will also include expansion of the Municipal Court facilities and renovations to Police Headquarters, with Kelso Construction’s complete bid for the work coming in at $6,409,878.25.

The new shelter is planned to be four times the size of the current incarnation on Whitesville Road, totaling out at roughly 7,000 square feet.

Check back later today for an update from the ground breaking.

Seriously? The people who think its ok to raise our taxes beyond comprehension over the last five years while spending the proceeds on niceties like this and the softball fields are literally certifiable. Do you not see the record number of for sale signs and foreclosures? If the TR council has surplus that's one thing but to raise taxes just to frivolously spend our tax money on this is corruption at its finest. Please wake up TR and vote these "good old boys" out of office. They've taken this town from well respected to white trash central. (before you jump down my throat, I am not a candidate, and yes I actually voted for some of these members and I regret it every single day-but enough is enough)

You just need to open your eyes and what you think are empty comments becomes reality. Thefts, shootings, drug deals gone bad, crack house raids, record number of foreclosures and people moving out of town are all reality not empty comments.

Every thing you have mentioned has happened in every municipality of 100,000 residents all over the country. These things have also happened in this municipality for decades. Foreclosures are also not unique to Toms River. Therefore, your rebuttal comments are also empty, as they don't tell anybody anything that we don't already know.

So the record numbers are meaningless, right? Obviously all of this has been around for decades, duh but the overwhelming amount hasnt been. You haven't shown one reason why my statement is wrong. You just try to degrade rather then debate why TR isn't white trash central. Hey how about the article today on the attempted car robbery on Bey Lea, the article today on intentional fire, and the articles yesterday on drug charges. But I guess their all "empty" articles of proof.

In addition, if TR is such a wonderful place why do they have to spend millions adding on to the police station and municipal court? Why build on, in your world everything is status quo as usual.

About the fire you refer to: Kids have been burning fires in Skyview park since the 70's...nothing new there either. Stop making Toms River sound like Trenton.
It isn't. Go spend a day in Trenton and see if you make it out with your car and wallet. Then you would be thankful you live in Toms River.

Where do you come up with the terminology "record numbers"? Are you the township "record keeper"? There's no record breaking going on here. You believe the township is renovating the Municipal Court because of "record breaking" crime? Did you ever stop and think that when the Municipal Court was built in the 70's there were fewer than half of the residents that the town has today? Maybe they need more room to grow. Stop bashing the community and move if you don't like it. I hear Camden is nice this time of year.

In this economy, TR should've added on to the existing facitity, NOT built a new one. I'm so tired of the mayor and his buddies spending my tax dollars like drunkin sailors. DISGUSTING!!!!!

You could have neutered every stray pet in the entire state and be done with a homeless pet problem, for much much less.Acting like your helping the shelter when your really just expanding municipal cost is a all time low.for the record,Germany neuteres all pets and does not euthanize ANY just for being homeless, how many are killed down in toms river each year ? .. Great job. ,jerks.

It's about time. Has any of you ever seen the old shelter. It's old outdated and would have cost millions to fix it, even if they could expand. Besides whose fault is it that we need a larger shelter, it's the people of Toms River. You let your pets run wild, become impregnated and they're dumped in the streets and picked up or dumped at the shelter or you adopt and abuse and have them taken away. If the people would have taken more responsibility for their pets this shelter wouldn't have been warranted. SHAME ON THE NEGATIVE COMMENTS.

Have you ever been to this shelter? I have. Yes it's small and yes it can be expanded. There is no reason whatsoever to spend $6M to build a new shelter. The negative comments are warranted and expected especially when the TR administration spends money it doesn't have.

From what I read in the article the 6.4 million project will also include expansion of the Municipal Court facilities and renovations to Police Headquarters and I agree with coalitees comment 100% about responsible pet owners.
On another note if the parents of today taught their kids responsible work ethics and respect of others property, there probably would of been no need to expand the Ocean County Jail that now house's quite a few of them.

I couldn't agree more! How many police officers do we need in the schools in the area? ALL OF THEM- and teachers who aren't afraid of OFFENDING parents and students by teaching the longstanding effects of an immoral society! I know of a health teacher who rejected a project for a junior in high school on teen pregnancy- the student has personal knowledge from a family member- the teacher rejected it saying something about not teaching that subject matter during their junior year- WHEN IS IT TIME TO TALK ABOUT THE ELEPHANT IN THE ROOM? And all the DARE programs in the world aren't reaching as many students as they need. If the kids aren't learning about the system, they are becoming part of it- thus the need for expanded offices and services. Maybe a good sentence would include scrubbing the "cells" of the kennels!

I think we need an animal shelter more than we needed that ridiculous girls field on North Bay Ave. That was a waste of money.

Homeless shelters breed crime, promote prostitution and drug / alcohol abuse.

Why don't you critics go get a breakdown of the monies to be spent.? Originally the animal shelter was to be built for 1.5 to 2 million. Read the past associated Patch articles. The wool hear is the fact that our TR good old boys may be more concerned with the court and police head quarter upgrades, and just trying to make this a publicly accepted pretty package. If you are passionate about abandoned animals, then we could use this shelter. The other four million?...I don't know. I say, let those going to court, stand in line outside in the cold and rain.

I'm a property tax payer, and I'm happy that the Township is actually spending money on CAPITAL IMPROVEMENTS instead of paying for employees bloated wages and lavish benefits. Toms River Township employees are very well taken care of already. They make more than competitive wages, have an excellent benefit package, and receive penty of sick/vac/personal and/or comp time.

Capital improvements are for the benefit of everyone in the township (the new ballfields and Animal Shelter). Score one for the township committee, they actually did something smart.

The county shelter in Jackson is overcrowded already. The TR shelter is staffed with VOLUNTEERS to take care of the animals. They already have a few employees, I haven;t heard of hiring additional employees. You're making assumptions to try and validate your argument. Educate yourself.
