Elementary School Custodian Charged with Child Porn

Waretown man, an employee at Walnut Street in Toms River, jailed in default of bail

 

A custodian at the Walnut Street Elementary School in Toms River has been arrested on child pornography charges.

Stephen Tisch, 27, of Waretown was arrested this morning after members of the Ocean Township police and Ocean County Prosecutor's Office High Tech Crimes Unit executed a search warrant on his Dock Avenue home, Prosecutor Marlene Lynch Ford said.

Tisch is alleged to have distributed pornographic images of children.

“Tisch is employed as a custodian at the Walnut Street Elementary School in Toms River, and apparently has been so employed for the past seven years.  At this point there is no evidence that any children at the elementary school have been in contact with the defendant, or that any of the children are the subject of any images," Ford said.

"However, the Toms River Regional School District has been advised of this arrest, and I have been assured that Superintendent (Frank) Roselli is taking appropriate action to notify parents."

Tisch is currently in custody at the Ocean County Jail after he was charged with one count of possession of child pornography and one count of distribution of child pornography. Superior Court Judge Ronald Hoffman set bail at $75,000, no 10 percent option.

If Tisch were to make bail, he is prohibited from accessing the Internet or having unsupervised contact with children, Ford said.

Tisch is now suspended from his job, according to Toms River Regional.

Toms River Regional Schools said the distribution could not have occurred on school property or using the school's technology.

"At no time did any of these activities occur on District property. The technology filters we have in place do not allow access to  pornographic sites from any of our computers," said Superintendent Frank Roselli in a statement released at 7 p.m.

Roselli said that following the arrest, a meeting was held with faculty and staff at Walnut Street School. Calls to parents were planned throughout the evening and the district created a page on its website for updates.

"This afternoon (4/26/12) Principal Kevin Smith and Interim Assistant Superintendent Mr. Pizza met with the faculty and staff at the school," Roselli said. "We will be placing a phone call to all Walnut Street parents this evening as well as putting a statement on our web site."

“Upon notification of the arrest, the district has suspended the individual from all contact with the organization until the charges are resolved. The custodian  has been employed by the district for seven years and passed the background check required by the State of NJ when he was hired," Roselli said.

Anyone with information relating to the investigation is encouraged to contact Detective James Hill of the Prosecutor's Office at 732-929-2027.

All of the parents of Walnut Street School should come out to the next school board meeting and blast Mr. Roselli for the way that this situation was handled. I hope with all of my soul that none of the children that attend this school have been exposed to any of this nonsense! Here we go again another black eye for the Toms River School District!!!

So agree, Greg.....If i had a child at that school I would organize a parent possee and storm his office first thing in the a.m. This is horrible. Who knows if he photographed any of these kids. My heart goes out to all the worried parents out there. Horrible way to find out about this!

I just have a question to ask out here..don't we pay Tammi Millar over 90,000.00 a year to be the schools spokes person? Why isn't she personally making the calls informing the parents of this school about this problem? Don't they have a robo call program that Mr. Roselli could have pre-recorded a message about this incident to the parents so they didn't have to find out from either WOBM, NJ101.5, News 12 New Jersey, Asbury Park Press or the Patch?

I think that psych evaluations should be done to all that work/apply for a school of any kind. A background check just isn't enough it only means they haven't gotten caught yet.

First of all, Mr.Roselli is not the guilty party. Yes, there is a call method for an emergency. Did you want to come home to a message about this on your answering machine when you got home from work? Don't you think the prosecuters office told Mr.Roselli when and how to handle this? You think we live in a small country hick town, well no we don't and it does take time. You can't go saying things to parents until you get ALL the CORRECT INFORMATION. Yes, is this absolutely horrible, it is! Talk to you children and inform them that we live in a world were there are many terrible, discusting people and teach them how to help themselves and what to watch out for. So sorry Toms River schools is in the paper again. My heart goes out to the good people that work there and to the children this man allegedly hurt.

I have to agree with Bob and LuLu here. I'm sure they had to follow proper proceedures before letting the parents know. Maybe the Media should have held off posting about the arrest till it became formal and the parents had been notified. There is a lot to be said about all the "Good" the media does.
And all it takes is one peson like Greg to antagonize and stir the pot for everyone to get all hot ad bothered.
Imagine your child coming home and seeing there are messages and listening to them BEfore You got home ? How would that have been? I know I wouldn't be too happy.

As a parent I'm disappointed at least some notification wasn't sent home but with all the horrible press the TR school district has taken and their lack of responsiveness with those situations, I'm not surprised. I would think a meeting with parents and administrators should be immediate but I wouldn't blame people at the school. I'm sure they had no idea. Curious to know if he has a record.

Totally proves our education system is about everything but education. Wonder who he was friends with to get the job in the first place? Must have been some screening process in this interview... "Oh you like taking pictures, that will be great we can hang them on the walls in place of the Christmas pictures, your gonna fit in well here. And you get Dental and about 30 paid holidays". I think all parent from all schools should unite, and pack the Board Meeting. This could have happened at any of the schools. This is truly an outrage. Parents of Walnut Street, please feel free to let us know if you need our support, we will certainly do anything for you to help.

I have to Agree with Ed when the school was notified they should have sent a mass email or mass phone call to those parents,I dont see why we need a school spokesperson and pay them 90 grand thats crazy this school system in the whole should be looked at whose getting paid what, run background checks on them yearly.. I say as a whole even if you children dont go to walnut show support to the parents that do and everyone in the town should attend

Blame the schools, blame Tammi Millar and Rosselli, blame the media ( I would agree they should scrutinize and screen sensitive material ), but my question is....how did the media get this info in the first place? You would think stuff like this would not be released until........What is the correct time line here? Would the Patch tell us were they got the scoop? Would this be so important to the public (of course to the parents) if it were not for the Ritacco situation?

I'm not a parent at Walnut St of Walnut St school but another school in the district and I agree did they check his phone and how can they be 100% sure it wasn't any district child???!!! I sure hope he didn't cover any other school in the event of someone's absence.

Every employee of every school district in New Jersey is required to pass a background check -- no exceptions. That being said, just because someone passes a background check doesn't mean he isn't doing something criminal -- it just means he wasn't caught and doesn't have a police record. Your next door neighbor could be watching kiddie porn or operating a meth lab in his or her basement and you wouldn't even know it.

It is the PARENT'S responsibility to talk to their children and teach them about the bad things that happen in this world; the school district can only do so much. We are responsible for our childrens' safety and well-being, and only we can protect them.

A side note to "trparent" -- you have spent many years on different web forums being a cheerleader for this school district, condemning those who felt things were not quite right in the school district -- all while Ritacco and his cronies were robbing us blind. This town, and the school district, are slowly but surely going downhill due to drugs, crime, violence and corruption. If you want "positive" news, go to the school district web site and you'll get nothing but sunshine and rainbows without the underlying scum that is starting to come to the surface in Toms River.

I did receive a call on my cell phone at 7:15 PM last night regarding the incident. Yes, it was a robo call. Check with the office as to what phone number you have listed as your main number. A couple of years ago I missed a few calls because I listed my house number. After missing a couple of calls I changed my number to my cell. Haven't missed a call yet.

Parents were notified last night via robo calls. Just because you did not get a call doesn't mean they didn't try to reach you. I'm sure Mr. Smith has enough to deal with than having to listen to sceaming parents wanting to know why they were not notified.

Folks should keep in mind that there are 900 STUDENTS in the Walnut Street School, which is a lot of notifications, even for robo calls.

Second, there seems to be a lot of people on this board ready to convict this guy without benefit of a trial. He has been removed from contact with children in the school district. If and/or when he is convicted, his name and likeness should go on the appropriate websites. Until then, he is innocent until proven guilty, at least as far as the law is concerned.

And before anybody jumps down my throat, I AM a Walnut Street Parent. I am confident school officials are doing the best they can. If you think they aren't, feel free to complain in the appropriate forum, which would be a school board meeting, not just on a comment thread on a community news site.

Stacey, isn't that part of Mr. Smith's job? To listen to any and all complaints that any parent may have? I agree that this is not Mr. Smith's fault that this message did not go out but, isn't that Mr. Smith's job to listen to any and all of the parents complaints and concerns? Personally I feel that the people who dropped the ball on this one was both Mr. Roselli and Ms.Millar, as the super and the communications person they should have put these call out to the parents of the kids who attend this school. The district could have placed these robo calls out to the parents as soon as the Prosecutors Office notified them of the arrest. I have a question to ask and it is if the media outlets were notified about this arrest at 4p.m. yesterday then why did it take the school district until 7p.m. to place these robo calls?

Wow, I guess in this era of instant gratification then yes, 7pm would be a bit late to be sending out robo calls. Nobody has heard of logistics?!?! So a notice should go out 1 minute after it was announce by the prosecutors office? Really? I'm tired of the status quo too, of people over reacting to EVERYTHING and the media right there to fuel the fire. So what would have parents done differently if they got the call last night? I got the call last night. This is what I did, listen to the message, then talked to my daughter about it. Done, end of story. Some are missing the point - calls were made last night to parents. Me being one of them.

Who is to say that message did not go out in a timely manner? With 900 students, likely this is not an instantaneous process. For one, there is probably a lag time in recording the message in a legally appropriate fashion, then when the calls do go out, it is probably a time-consuming process for the machine to dial each and every registered number. When my kids are sick, I don't get the "your child was not in school today" message for at least a couple of hours after they are supposed to be in school.

And since they were notified about the arrest at 4 PM, what is the rush to get that information in everybody's hands at 4:05, when there isn't even anybody in the school? Why not wait until closer to dinnertime, when most people are home, especially for those folks who have their home number registered, not their cell number, as suggested by Stacey? What's the point of making a robo call to someone's home when they aren't home to get it?

I'm sure Roselli knew well before 4pm.
I'm sure the Prosecutor told Roselli what was happening and when the Prosecutor is telling the media.
Under crisis managment, a coordinated effort should have been made (seem it wasn't)..
People should not be reading about this in the Patch, app, etc.... they parents of Walnut should be the 1st to know!!! and they should not have to get this type of information from the Media.
Yes... 7pm is toooo late... it should have gone out simultaneously with the Prosecutors announcment.

JD: While I understand wanting to find out from the school system that something like this has occurred, rather than from the media, in this day and age of the 24-hour news cycle, Twitter, Facebook, bloggers, and this very forum, Patch, such a thing is nearly impossible. All it takes is one or two people, text messaging and a Twitter account to find out about it, and it's off to the races. Once the genie is out of the bottle, it's over. And had the media tried to sit on it until parents were notified, there would be accusations of a coverup.

I would respectfully disagree about calling this a crisis. No one is or was in mortal danger. Since the news report said that this custodian had no contact with children in the Walnut Street School, this leads one to surmise that perhaps he was an evening janitor, who works when no one is in the school. This is something of an embarrassment for the district and Mr. Roselli, but assuming all procedures were followed and the accused did indeed pass a background check prior to being employed by the district, this wasn't an embarrassment that necessarily could have been effectively prevented. Not every criminal (sexual deviant or otherwise) lends themselves to being easily found out.

Better to get the message correct and out a little late than to be hasty and have it wrong, and have to correct it later, thereby compounding the error and adding more egg to the district's face.

Perhaps if the this district had not been under the microscope that it has been for at least the last 8 years with a football coach taking money who was then moved to another school, a person who was affiliated with the band stealing and then selling instruments, the previous director of athletics who was selling the school district inferior sports equipment and was also the go between with the bogus insurance person, woman getting $75,000.00 a year to run a cafe that is losing to the business administrators own admission $250,00.00 per year, a Superintendent who admitted guilt to two of 27 counts that were against him, the same Superintendent being tied to a local attorney who just admitted guilt on tax evasion on a deal for Camp Albacondo and, a BOE who had turned a blind eye to all of these things as they were going on. Don't you think that there may be a problem here? Perhaps if all of this was not going on the article would not have raised the ire at the district for not getting the information out to the parents of these children. I don't think that there is a person on this blog who is blaming the school district for hiring this person. They had to do all of the background checks that are required by the state and from what I have heard and read this guy passed everything. Perhaps if they had gotten this information out to the parents before this hit the media we would not see all of these postings on this blog. After all we are all concerned about THECHILDREN!!

I think the important point is they arrested and removed this man. Notifying parents came next. At this point there is no proof that any children at the school were involved. I'm thankful for the wonderful staff and principal we have a Walnut. They would never have allowed this man to work there if they knew. Social media is going to be a real problem in the future. That sick bastard used it to do unthinkable things. The Patch used it to break the story, so they would be first. Leaving people to complain the school wasn't fast enough. Just be thankful he is removed and applaud the people who made it possible.

Kelly, I did not hear about this arrest by the Patch. I was coming home from the food store and I heard it when the 4:00 new came on the radio. I could only imagine how a parent might have felt hearing about this while they were either working, driving home from work or out running their errands. I know that I would have been furious!! I think this is where a lot of the people who are posting on this blog are upset with the fact that they had to hear it from either the radio or read it on the Patch and the Asbury Park Press and it took the district until 7p.m. to notify the parents when they had a meeting with all of the employees of the Walnut Street after school. Like my previous post states everyone is worried about the children.

I feel for the parents who have young children in the system, no matter what school, but they did this as FAST as they could to STOP any threats on these children by this pervert ! I agree the Super should have made the call and not Tammy, the buck stops with him, he should have lead the way to speak to anyone involved , personally , not a school spokes person, this was/is much to serious to let an under ling speak on behalf of the district ! He was the right choice to make these calls..period !!!!! Just my 2 cents , i don't have a dog in this fight, but I can put myself in your place as I am a parent & would do anything to protect my child !!!!

I understand that people, especially parents, are disturbed that something like this can happen in their school district. I am disturbed that things like this happen all the time and people, especially parents, only take notice to a problem once someone else has pointed out the problem. So, now that the problem is pointed out we can all tear Steve apart for something that no one has proven. The only thing in these posts that is proven is, yes, he is an EMT at Manchester First Aid. Thank you Brett Pierce for pointing this out. Now for some other proven facts. Seven years ago Steve went through a background check to work in the school system. He got the job, his background was clean. Two years ago the State of New Jersey ran a background check. He became a NJ State Certified EMT and spends his free time VOLUNTEERING to make the community safer. His background was clean. Upon joining his first aid squad another background check was done, clean again. That would be three for three. In May of 2011 Michael Fressola, Mayor of Manchester Township, awarded Steve a Meritorious Service Award for saving the life of a choking victim that turned into CPR. This was done on his spare time. What have all you people done with your spare time other than sit on The Patch and APP.com and rip him apart when you don't know him or the facts.

Oh i know alligations dose not mean guilty. um what els um I know no images of the school children where present.. not preditory no children were hurt. oh Wait under the new law anyone with pictures of naked children like the ones you have of your child in the bath tub are concidered child porn. so dose that make you and your parents smut peddlers? think on that one before you go hunting someone. because under the law, you are all guilty of child porn and if you send a cute picture to your parents if florida thats concidered porn trafficing. welcome to the new police state of america. enjoy your stay.

People are so ignorant, after reading all these posts, you all just assume he is guilty. Not for anything, but a million different things could have happened here. The community doesn't have all the details yet, there can be so many unknown X, Y, Z factors. No one ever clicked a link on their computer by accident, and got linked to some bogus porn site, or anything like that? What if something like that happened here, and that site was flagged by the FBI, and his IP address got recorded, and they looked into it, and it just showed in his history. I get being disgusted of the situation, because I'd be worried if my child went to school there and this happened, but I'd also want all the FACTS opposed to being a Frankenstein mob.

Relative or Friend Much Chris .. Please they found evidence of Child Pornography. HELLO.......... Forget the typos no one is a rocket scientist here .. We as a community are worried about not just our own children but all the children .. Forget the typos remarks English Grammar remarks .. Theres alot more to this story I am sure thats going to come out.. Shame on him Clicked the wrong link my behind it happens yes but im sure they investigated it before they CHARGED HIM END POINT..
