Hurricane Sandy Displaced More than 5,000 Toms River Residents Since Storm

There's about 225 orange and red marks in Ortley Beach alone, according to the map presented at Toms River township council last night.
An estimate of the number of Toms River residents displaced by Hurricane Sandy easily tops 5,000, township officials said.
"That's a low figure," said Toms River Township Administrator Paul Shives.
Rounding to 3,000 Ortley Beach residents, and 1,500 mainland residents, the number of people displaced from their homes are living in hotels, evacuation shelters, rental properties, with friends or family. Shives said at a state Senate Budget Committee meeting Monday that the figure is likely much more.
"There are quite a few in local hotels here, getting access as permitted," said Shives, noting that many of these longterm hotel tenants are barrier island residents. Those neighborhoods — Ortley Beach, Normandy, Chadwick, Silver and Ocean Beaches — are still under a mandatory evacuation and are permitting residents to enter for clean-up on certain days between 8 a.m. and 2 p.m.
The map of affected properties shows the red and orange blocks — those that were destroyed by Sandy or faced significant devastation — are mostly located closest to the oceanfront.
The color green — properties which faced little flooding or water damage — is marked the least on the map. For the most part, the barrier island map is the color yellow: denoting damage to the first floor from flooding, damage defined as zero to 30 percent.
Homes, businesses, public property was damaged. "We have an estimated 9,000 properties affected," Shives said. "That includes mainland devastation we’d never imagine."
About 225 homes in Ortley Beach are gone or cannot be occupied, Shives said.
"This is significant. This is substantial," said the township administrator.
Previously, Mayor Tom Kelaher said about 20 percent of the township's tax base is gone.
Shives said that beyond the financial costs of rebuilding, the township will see a tremendous impact to the revenue side of the township budget. Taxation, tax assessments and suspending building permit costs will each have a dramatic impact.
For example, the township approved $35 million emergency bond ordinance for the storm's emergency costs. In comparison, the total annual budget of Toms River is just over $100 million as it was approved this May.
"We’re going to need some help bridging this gap financially," Shives said.
Rebuilding the township could take 2, 3, 5 years, he said.
"I've never seen a storm where roadways are gone," he said.

Im a single father from ortley my daughter and i were displaced from ortley....and i lost a perfect job that allowed me the freedom to be a single dad. Now i have that same feeling i did 15 yrs ago trying to fig out how to be mommy and daddy and build a life for ourselves....we did it once and im sure we will again....i would like to thank the readers of patch for your kindness and lending an ear when so many are in same situation or worse....somtimes just an ear to listen can be the difference....

Drivers are NEEDED with CDL Licences to haul garbage, check @ Post 129...someone was asking who had such licences to hire for temp. work....Lt Gov. was there yesterday and there is a web site by DOT in NJ for such work .....Good luck to all seeking employment..as they need you !!!!!!

Kelaher and Shives are more concerned with a loss of the tax base then thr true problem...People are homeless. It sounds heartless and uncaring and it smells like the res of the citizens are getting a huge tax increase. Let's all call this political suicide for both those cartoon characters!

Ortley is a disaster why won't they let the permanent residents back on a daily basis to the areas that are still viable to continue with cleanup and rebuilding?

Because there isn't enough room to remove the debris in the areas where the residents are working. From my observation Sunday, some people are trying to rebuild without doing adequate remediation to eliminate mold.

firstly, christie said there was no need to hold onto daylight savings time, when, obviously there was. You can understand that it gets too dark to early and areas need protection, or at least, that's what we're told. there is no way out of this mess. just no way.. unless, the people "TAKE OVER" don't know how that can happen. and if it did, boy, would "COOL HEADS" have to prevail.

Those that were lucky enough to escape without a total loss of their home will face the next disaster soon. Yes the unfortunate people that have been displace and lost so much do need all the help we can give them and deserve a break on their tax obligations. But how many who were lucky in regards to the storm will not be able to survive a 20 to 30%, or more increase in their property taxes next year?

People need to take control of their lives. Everyone must take days off from their job and show up at town meetings and get mad , get real mad. Stop paying property taxes and put in escrow so you don't fall behind when you do have to pay. Which will not be for over 2 years. Stop paying your mortgages and get the banks involved to put pressure on towns, counties and states. Do you think the banks really want your moldy soggy underwater (literally) boxes. No they don't !!!!!!! The answers are so simple. But they take guts and they take thinking outside the box. The system is broken. Most cannot keep up making an honest living and the wheel is going to be sped up much faster on 2013. Starve the machine and you will be able to breathe again. Stop being afraid. Stop being sheep. Government produces nothing , they can only take from you and take from you by force.

T R has and is NOT waiving fees on building permits like most other towns. They are hitting us some more when we're down.i called the building dep and was told that' s what the mayor and council decided. Gee i don t remember that being on their meeting agenda.i wonder if any of them lost their homes and are feeling the heat like we are. How much more blood can they suck from us. This mayor has to go. He doesn t talk about people only revenue.

This type of negativity and hate is not needed, obviously the person you voted for lost and you sound like a sore loser, but calling the majority of the voters idiots makes you sound like a schoolyard bully, now go take your ball and go home.
