Power outages began across Toms River around 11 p.m. Saturday and continue into this morning, according to JCP&L and Toms River Police Chief Michael Mastronardy. JCP&L at 7:30 a.m. Sunday is reporting 14,000 customers in Toms River are without power.

Shelters at Toms River High School North and Intermediate North are now full, said Toms River Office of Emergency Management. Evacuees should now report to Toms River High School East, which is a pet-friendly facility but with no cages. Evacuees are encouraged to bring their own blankets and pillows. (Update 5:45 p.m.)

Toms River High School East is now open as a hurricane shelter. Toms River High School East is off of Bay Avenue (Route 571) near Coolidge and Dunedin avenues. (Update 5:30 p.m.)

The mandatory evacuation zone is the barrier island. Low-lying areas are strongly urged but voluntary evacuation. Anyone can evacuate to a Toms River shelter, no one will be turned away due to their area of residence, said Toms River Office of Emergency Management. (Update 5 p.m.)

Road reports from 511NJ: flooding on the Garden State Parkway between miles 91 and 98; all lanes closed at 8:27 a.m.

Route 35 is flooded in both directions from Route 37 in Seaside Heights to south of Ocean Avenue in Bay Head, as of 8:24 a.m. according to the state Department of Transportation.

Lights are flickering in Brookside. More than 100 PSE&G customers are without power in Toms River, said the power company at 9:25 p.m. 

Toms River High School East continues to have available cots, at 8:30 p.m., shelter staff said. Once the 120 cots are full, evacuees will be placed in classrooms.

Residents report that this afternoon emergency responders were driving through sections of East Dover to notify residents of shelter locations. Yesterday, emergency responders rode through the barrier island going door-to-door and riding through streets to blast the message of mandatory evacuation for the area. (7:15 p.m.)
