Police Announce Pedestrian Safety Decoy Program

Undercover officers posing as pedestrians will look for motorists not stopping at crosswalks

 

The Toms River Police Department announced on Tuesday that it will have undercover police officers posing as pedestrians at certain crosswalks in town, and any motorists not making a complete stop for them will be ticketed.

Hosted by the township police department for officers from across the state, the pedestrian safety enforcement workshop, or "Cops in Crosswalks," will have undercover officers at crosswalks that have a high incidence of pedestrian/motorist conflicts, Capt. Mitch Little said in a release.

Motorists who fail to stop for the undercover officers will be stopped and ticketed by uniformed officers stationed nearby on foot, Little said.

The program is designed to educate motorists about safely sharing the roads with pedestrians, Little said.

“Through this unique enforcement effort, we can increase public awareness about pedestrian safety and ultimately reduce injuries and deaths,” Police Chief Michael Mastronardy said in the release.

A law adopted in April 2010 requires motorists to stop, and remain stopped, for pedestrians in a crosswalk, according to Little. Prior to that law, motorists were only required to yield to pedestrians in a crosswalk, Little said.

Motorists violating the new law face a $200 fine, courts costs and two points on their driving license, and may also be subject to 15 hours of community service and insurance surcharges, Little said.

Pedestrians may also be cited under the law for failing to use care when crossing a street, as they must obey signals and yield to right-of-way traffic if they are not within a crosswalk or at an intersection, Little said. Failure to comply with those laws carries a $54 fine plus court costs, Little said.

I would be more concerned to have the police ticket the pedestrians and bicyclists who do not follow the rules of the road, ride on the sidewalk, underage children who do not wear helmets and worst of all do not heed the "go" and "Don't go" cross signals that are put in place specifically for them. Have you ever drove on Route 35 anywhere between Seaside and Point Pleasant during the summer? The pedestrians and bicyclists have a sense of entitlement that puts everybodies life in danger.

I do not think that Toms River has eveolved in to a city where these quality of life tickets should be an issue. I agree with some of the previous posters in that I fully support TRPD, but this "energy" could be better spent on organized crime and gang efforts.

to jump out in front of a toms river taxpayer is a discrace.Mayor reduce the force if you want to be elected.When you have police officers jumping in front of people and not going after the bad guys there is a real issue of too many police officers on the force.If you have free time help lakewood where ther are real bad guys instead of f the taxpayers.

I have to say I think some of these post are completely ridiculous and off the cuff without any real thought behind it..
1. If you have increased presence on the street corners downtown- that will help keep away all of the heroin and other street drugs from the down town area.
2. If you are at a crosswalk at a controlled intersection it will have a walk / don't walk signal. A Pedestrian is NOT given the right of passage "right of way" unless they have a walk signal at these "controlled intersections".
3. I will agree that all of the townships are trying to increase revenue in these bad times we are having, but don't put down the officers. They are not killing any goose or trying to go after your wallets.. the people paying for the extra officers are the "Stupid / Ignorant" people who refuse to help insure the safety of others.
4. If you were offended by my comments - I am sorry, but i guess that means you are one of those stupid and ignorant people I am referring to.

This is totally the wrong priority for TR law enforcement! Cops should rather be deployed against our crime wave of daytime burglaries, shoplifting, mall parking lot heists, gang violence, texting/talking drivers, drug dealers, speeding hit-and-run drivers and political appointees' rip-off of taxpayers with $24,000 once-a-month "jobs."

Why doesn't the mayor direct the PD to do more about those real problems instead of this occasional pedestrian (pun intended) annoyance?

Undercover cops and detectives from other towns (as well as our own force) would be better used to ARREST CRIMINALS, not ordinary drivers who don't slam on their brakes immediately when a pedestrian steps into a crosswalk.

Mr Bennet...sorry, but you are only half right...and stop calling townsfolk childish names! Well, if this was strictly to raise "awareness"...than WARNINGS should be the only thing issued...period. Folks would get the warnings and spread the word that the township is serious about this issue and to be on guard. Everyone has their hands in the pockets of the taxpayers to raise money due the fact the 'Gravy Train' of State & Federal dollars has stopped flowing. How naive do these town administrators think we are when the Chief makes a statement like this? This comes under the heading of, 'Don't pee in my face and tell me it's raining!" Really, just another pathetic money grab at our expense. As a citizen, can I start ticketing township administrators, Public Works employees, and Police officers as they drive with a cell phone in their ear? I bet that would raise a few bucks!

It is pretty much common sense on the part of the driver and pedestrian. I can think of so many better ways to utilize the police in TR. I drive my daughter to Hooper Ave Elem everyday we come from Fischer Boulevard. I am tailgated every single day! Every single day even in the School Zone area. This has been pretty consistent for the last 3 years yet I never see a car patrolling the School Zone even on Hooper which people use as a racetrack.

it has been my experiene that projects such as this (as well as others eg: monitoring for drivers using cell phones) are frequently funded through grant monies .... so, the taxpayers of Toms River are not footing the bill for overtime. This initiative is not unique to Toms River or NJ. As far as "police making too much money" as posted earlier, what do you think is a fair amount to pay an individual who goes to work everyday and puts themselves at risk for the benefit of others??

let's look at what most of us seem to agree on.. that is that we support TRPD.. it is the use of their time and resources that WE pay for that probably could be used to fight real crime.. there was no mention.. as there normally would be..as in the case for seatbelt checks.. of any state or federal incentive$..

Ticket them! its about time! Pedestrians are important! I go to walk through a cross walk and here's comes a speeding car and when I yell slow down after I almost get hit I get the finger! Thank you for finally stepping up! And honestly? Ticketing kids for riding on a sidewalk? God help us if they want that. More people on bikes get killed and nobody could care less.

So does that mean if a pedestrian THINKS you (the driver) is far enough away, and going slow enough, they can just step out into the crosswalk willy nilly because, after all, it's up to the driver to STOP? And if they Pop out onto the crosswalk right in front of you - without enough stopping time - and they get hit, it's ALWAYS going to be the driver's fault, right?
How about a little responsibility on the part of pedestrians?

The only problem I have with this article is the fines. $200 for a driver and $54 for a pedestrian? Shouldn't it be equal? The pedestrian should be just as responsible as the drive if not more. And if the pedestrian is a minor his/her parents should be be hit with a $200 fine and points and surcharges. Maybe that will make some of these parents a little more responsible for their children.

People don't stop at stop signs! Complete stops are almost never done! I get very frustrated by this. The seniors are the worst! I never see police officers stopping them either. This is a great idea and maybe more people will be ticketed. Yes it is a way of making money for our town also. Good!
It may cut down on accidents too.
