Sheriff Candidate Says Two Departments Should Merge

Armstrong criticizes incumbent Polhemus

 

Letter as submitted by Ocean County Sheriff candidate George "Bob" Armstrong:

Recent media reports of the county’s stable Fitch ratings is not the whole story and does not address the millions of dollars wasted in the Sheriff’s Office and the Department of Corrections. County officials should stop wasting money on studies and do what I proposed three years ago — merge the two departments like so many other counties have done.

The governor and the public support it, and if elected in November, it will be my first priority.

Sheriff Polhemus has completely mishandled his department, and the costs are staggering. How can the Sheriff’s Office and the Dept. of Corrections justify $4 million in overtime, and how can the Sheriff justify paying 54 of his employees over $100,000 each? This is outrageous. 

I will utilize these officers for law enforcement duties, work which they were trained for. Our local police departments could certainly use the help, and I believe the sheriff’s officers would welcome the opportunity to assist throughout Ocean County in true law enforcement. As it is, the current Sheriff is wasting their talents.

My proposal to merge Corrections with the Sheriff’s office will greatly reduce bloated salaries, overtime and political patronage. This worked well for over 100 years in Ocean County until Sheriff Polhemus was elected 27 years ago. For purely political reasons, Mr. Polhemus and the freeholders separated the Department of Corrections and hired a jail warden. That was wrong, and I will change it.

The overtime money is nothing compared to the cost of changing the uniforms of either department. If they merge, hundreds of employees will need to change uniforms. At several hundred dollars a uniform that's quite a large nut to crack.

do the math based on $300 per uniform so approximately 3 1/3 uniforms per
$1000 or 33 uniforms per 10K or 333 uniforms for 100K. That 100K savings would come in first year.

Where did you get $300 from? I looked online and saw that you can buy the police pants for $20 bucks. All they need to do is provide the new shirts, which will be between $25 and $50. The police officers have to provide their own pants.

Wrong year in a big way for this guy. Old man Palhemus will win by a big margin again. You guys do not get it. This is OC , an election year with Obama on the ticket. Most Repubs in Ocean County will vote down the line as 95% don't know or care about the Sheriff slot. Take it to the bank , Paulhemus will win with Barlett, Little and the rest. of the R line in Ocean County. This guy has already lost in an off year. Too bad, he seems like a nice guy , he also has the baggage of his old running mate the five time loser, Michelle Rosen.

Disban the sheriff dept all together I say and let retired cops do that. These sheriffs guys are overpaid and over trained County Security Corps. They close on holidays, weekends, and everyday at four. Perfect for a retired cop which would allow us to move the dead wood out of the local pds and get some new blood in there who wants to work.

County government does nothing so close it down and leave our small town governments alone.you will save just as much money closing the counties down. The state already pays for the judges and prosecutors office.

Don't believe everything a politician tells you to get elected. Perhaps merging the 2 departments would save money, perhaps not. Maybe hiring extra officers would help, maybe not. Putting a Sheriff's officer or Correction's officer on the street with regular police department is ridiculous as the experience and training is vastly different.

Hate to break it to you, but sheriff officers are already out on the street with "regular" police and they have been for a really long time. Sheriff officers don't typically patrol (in the traditional sense of the word) out on the road, but they participate REGULARLY in SWAT raids, undercover work, etc. You're "regular" police officer has a limited jurisdiction...the town he/she works in only. A sheriff's officers jurisdiction is county wide.

Sheriff's officers are trained at the same academy as local police. Their qualifications are similar. They arrest and transport prisoners as well as perform SWAT activities throughout the county.
Corrections officers are forced to work short handed on limited rest to take care of inmates that neither you or I would want to deal with. They also are trained at the same academy.
The only reason I even mention these things is that you loosely use the word 'ridiculous'
As far as Polhemus, he's only there because he is a Republican. Typical apathetic low information Republican voters in this county would rather put his corpse in place of a more qualified person.

Rumor has it Bob Armstrong isn't actually a Democrat. He's just running on the Democratic ticket b/c it's been long over due for Polhemus to go. I've also heard that the Sheriff's Dept has been approached by Lakewood PD for assistance that they desperately need, but Polhemus said "sorry, not interested." We all know Lakewood needs additional law enforcement support, b/c that's what keeps all of us that surround Lakewood and those that live in Lakewood safer. Polhemus isn't interested in doing his job, he just likes to collect the paycheck while his officers do his job. As I understand it, MANY sheriff officers are very excited that Armstrong is running against Polhemus, b/c they too agree he needs to go.

Despite the fact that I am a registered Republican, hand down and without hesitation I will be voting for ARMSTRONG!!!!

As much as overtime may cost, it's still cheaper to pay overtime than hire additional employees. Overtime doesn't figure into retirement pension and additional employees add to healthcare and pension costs.

It's funny how people in Ocean Cty vote Republican. The party of trickle down corporate waste have again used our bigoted tribal emotions to cloud the real facts.
Armstrong (or Obama) could be JC himself and unfortunately still lose to the voter remnants of the old KKK party in Ocean Cty who will always talk in code about race.
Polhemus probably doesn't even know what day it is when he walks up the stairs sideways at the court house, but the bigots in this county will still vote for what they wrongly perceive as a ''good ole boy'. Time to get real!

The last time I checked Warden Hutler was not running for office so why would Colonel Armstrong debate him. He is only a county employee. As far as experience Colonel Armstrong has 40 years of Federal, State and World Wide Law Enforcement experience. Speaking of debates I would guess Colonel Armstrong would love to debate the current Sheriff on the issues.

There is no way you could take a sheriff Officer and place him on the road in a real PD. They have zero expierence in policing.Most of them would be terrified if they had to go out and do actual police work. It is guard work that can be done cheaper, why do we need a police academy fully trained young man working a metal detector taking home a police pension. This should be performed by retired police officers who would already have their pensions and do it just for pay. Save a boat load of money that way.

Corrections...give the County Jails to the State...You cannot merge the two departments anyway. They do not do the same jobs and they are not cross trained. Corrections Officers do not have the Police academy certificate which the sheriff officers need so they can bring more water to the judge and say "All Rise"

Not all sheriff's officers work in the courthouse. Did you ever see them backing up the local police at Seaside on holidays? How about when they have to guard the judges at their homes. How about raids on drug houses, or child porn criminals,etc.
What if someone did bring a weapon or explosive device in the courthouse, would you want a senior citizen ex cop to respond?

Retired senior citizen cops protecting us at the court house? Do you think their reactions would be quick enough if a bad guy brought a weapon or worse into the courthouse. Did you even know that Sheriff officers have other duties on the street besides what you see in the courthouse?
You definitely sound like a typical low information Republican voter from Ocean Cty.
I'm all for law enforcement at every level. They get paid to perform when they have to. They need a leader who is qualified and not just a political figure, who in this county is always unfortunately in the party of corporate greed.

Oh....and the conversation ends there.

Policemen and Sheriffs Officers can both work till they are 65..so why not let a real cop retire at 47 or 50 then be a guard on the metal detector until he is 65 just like you guys.

Crime scen techs are civillian jobs any other state. I do not need a gun carrier showing up at a burglary scene after we cleared the house and made it safe just to take pictures and prints. He can be a civillian or a ..retired cop.

Yawn... if you really are a cop you know the truth. Any serious crime, in those 2 sq. mile towns and the county takes over. Im sure they appreciate you getting their coffee for them though. As far as the jail goes, one officer in a dorm with 30 cons. no gun, no baton no spray, a tad bit more challenging than the dreaded mailbox vandalism call.

You really have no idea what you are talking about! WOW! Just as an FYI, Gene is correct. Sheriff's Officers do a lot more than you realize. They actually have a larger jurisdiction that your police officer does. They participate in SWAT team busts (drugs, gangs, guns, etc.) A police officer cannot follow a suspect across a township line, but that's when the police in that next town and the sheriff's department come into play, since the sheriff's officer can cross from town to town within his/her county. Sheriff's Officers also rotate who's "on call." B/c they get called into work at any given time day or night. When the courthouse had that bomb threat last year, the sheriff's officers contacted the police and sheriff's departments down out of state to find out the history behind the guy they believed to be the one who placed the threat. So I hate to break it to you, but they do FAR more than just baby-sit as you suggest.

Go to Red the Uniform Tailor and see what $20 will get you. You might be able to get a uniform for your daughter's Ken doll. $300 per uniform is a conservative estimate for the average sized human officer.
