Three Incumbents Among Eleven Candidates for Toms River School Board
Two seats in Toms River, one in South Toms River, on November ballot
Eleven candidates filed to run for three seats on Toms River Regional school board, according to the county clerk's office.
Two seats representing Toms River are up for grabs. Incumbents Gus Kakavas of Smokerise Lane and Jack Reuther of Arizona Avenue are seeking re-election for the three year terms. They are each seeking a second term, having been elected in 2009. Reuther is the current vice-president of the school board.
Kakavas and Reuther face seven challengers:
- Lisa P. Neumann of Susan Street,
- Charlotte Ford Spillane of North Bay Avenue,
- Sergio Fossa of Bricksburg Court,
- Ginny Rhine of Grand Avenue,
- Daniel K. Simmons of Green Twig Drive
- Joseph Torrone — the spouse of current board member Loreen Torrone, of Stone Hedge Drive
- Brian Geoghegan, of Longman Street, who ran in 2011
The three-year seat representing South Toms River is also up for grabs. Incumbent Jamie Ann Jubert of Lakeview Drive is seeking re-election. Challenging her is Gidalty "Gigi" Esparza of Red Maple Court.
Jubert has served on the school board since 1995 and previously served as a vice-president to the nine-member school board, which represents Toms River, South Toms River, Pine Beach and Beachwood.
The candidates list is unofficial, as names can be challenged for four days after the filing deadline, which was at 4 p.m. today.
This would be the first year for a November school board election for Toms River Regional. All Ocean County School Districts, with the exception of Lakewood, opted to move their School Board elections from April to November as a result of a bill signed into law by Governor Christie in January, which then Toms River Regional voted to move the election locally.
With three seats up for grabs, this year's election could hold the fate of the majority of the Toms River Regional school board. Last year, three candidates running as a "Clean Slate" team campaigned as reformers in the wake of the scandal of former Superintendent Mike Ritacco. The three new board members have voted throughout the year in opposition of some school board agenda items, but do not hold the majority of the board.
Candidates will be listed in a separate section of the November ballot, as school board elections are nonpartisan.

Don't automatically discount me based on profession. Having been a teacher gives me a unique insight into the major problems that exist in our school system. We need to dig out of the mess Ritacco made for us. I have three children and I am a mom first. I want to make our school system known for how wonderful our kids are, not the shenanigans of the superintendent. We need to stop passing out taxpayer dollars as favors to people who don't deserve them. We need to stop spending money we don't have building cafeterias and "bubbles", and concentrate on education.

Where have you been? I have been attending BOE meetings for many many years and have never heard you come up the the mike and speak about any of the "shenanigans" that have been and continue to go on in this district! Where were you when the residents came out and spoke about how poor our schools are performing? Where were you when the residents questioned what Mr. Ritacco and the BOE were going with our tax dollars? Were you one of those people who came out anytime that the "King" other wise known as Michael J. Ritacco said you need to come out and support what ever I want? Did you stand up and speak out against any of the wrong doings or did you just sit back and stay quiet? We are just wondering?

I'm not exactly sure what kind of response you expect for that. I certainly would never support something solely because Mr. Ritacco, or anyone else for that matter, told me to. I think that's actually one of the biggest problems with the school district. Everything should not be so political. We should base our decisions on what's best for the kids. In reference to where I have been, I will admit, I haven't been in attendance at recent board meetings. I haven't been teaching in several years and I was at home with my children who were not yet attending school. Now that my kids are entering the school district, I have a vested interest in improving it. I am certainly not perfect and I don't claim to be. I just recognize that we have a problem and I think we need a dose of common sense to fix it. I am not a politician. I will not lie to you to make me appear a better candidate. I will give you my honest opinion and you can draw your own conclusions. If you disagree with my approach, you have every right to vote for someone else, but do not discount me based on decisions you make without knowing anything about me.

I'm not sure why you are so dead set against me. There are 5 ratings on rate my teacher, hardly enough for the full picture. They were from my first year of teaching. Those students didn't like that I expected them to do work. And whether I am an effective teacher isn't the issue, since I haven't been teaching since 2005. As for the "venture", I do NOT sell "Make Love" buttons. That is ludicrous. I have a business that develops iphone apps, one of which is called "Make Love NOTE". There is also an app for teachers called "Team Shake". How does having a small business make me disqualified from being on the Board of Ed? I am a very intelligent woman. I graduated at the top of my class from Toms River South. I had a full scholarship to college and graduated with a double major in three years. I have a background in accounting since my father is a CPA. He had an office in our house and I grew up surrounded by numbers. I taught in the district for a few years (in the past) and have a teaching certificate. I am a mom to three children who will go through our district. These things make me an ideal candidate. On the only two points you made that are relevant, tenure and unions, I actually agree with you 100%. I think the election should be about the issues.

From where I sit it seems to me that you are part of the problem because you just sat by and turned a blind eye to what was going on not only with the school district but the township. Why are you getting involved now? Could it be that you are ONLY concerned because you children are getting ready to enter the district? What is it lets just sweep all of the past problems of this district under the carpet and pretend that these things never existed? Are we suppose to believe that you are going to stand up to you former boss Frank Roselli? JD - I taught advanced placement computer science. There weren't many people qualified to do that. They certainly did not fire me. The reason I stopped teaching in June 2005 was my decision because my son was born in July 2005. I disagree with tenure in general. And some of these other candidates are/were teachers as well. The fact that I no longer am is perfect. I have had the experience in the past to help me, but am not influenced by it now. I think we should all have an ax to grind because our district was so mismanaged. If you rule out people, it shouldn't be based on a past profession they chose to leave. It seems immature to not care about what I stand for, and dislike me for something I did 7 years ago.
Greg- Frank Roselli has no idea who I am. I am fully prepared to stand up to anyone. I have no connections. That is kind of funny. I didn't turn a blind eye to anything. When I was teaching, I was young and a little ignorant of what was going on. I did know that Ritacco wielded a lot of influence and didn't really like that, but I was unaware there was anything illegal going on. I do not believe in standing idly by in that case. That is why I am running now. We have a mess and we need to fix it. I disapprove of lip service. I am a resident, taxpayer, parent. I want everything out in the open, NOT swept under the rug.

Anyway... I'm consistent... I don't want any teacher on the BOE... conflict of interest even if from another district. Nor do I want anyone who worked in or for a school district in any capacity... Furthermore, if they didn't have any children currently in the district... that would be better but not required.

Ms. Rhine - Would you publicly vow to recuse yourself in matters wherein you have a vested interest, e.g. hiring or contracting with someone you have an association with or a family member? Also, I think you indicated that you are opposed to tenure? If I can hold you to both those positions, you have my vote. BTW...putting your occupation on hold in order to raise your children is a noble decision. I respect stay-at-home mothers and for anyone to be critical of that decision is disturbing.

Voters of South Toms River: Jamie Ann Jubert is the same person who was the head of the insurance committee when Ritacco was in control and now claims that she knew nothing about what was going on during her tenure on committee. She also voted to keep Mr. Ritacco as the Super when his home was raided by not only the IRS but the FBI. Then after all the crap hit the fan with Ritacco this board AGAIN appointed Mrs. Jubert to head the insurance committee. What is it with this board do they really think that we they voters and taxpayers are that dumb? Before I forget she also has family members who are employed by the school district!

Martin, a real quick history lesson for you- That is why the founders only allowed landowners (taxpayers) to vote. You had to have a vested interest in the outcome of the election. You progressives opened up voting to everyone and anyone, so elections have become about marketing and psychological manipulation. Voters are not necessarily taxpayers, so we have representation without taxation. That opens the door to government voter bribes and have created a totally corrupt system. But, that is the way the progressives wanted it. That is the only way you can win. That ended last night.

I would really prefer not voting for anyone who works for the school system, has any relatives working for the school system or any other connections. Time to end some of the nepotism. One member has his wife and daughter working in the school system and he got the Mayor to give his son-in-law a job as Director of the Toms River DPW. Lets hope they run out of family members soon so some of us regular folk have a shot? Its the way it is in this town. Look at town hall for instance, you cannot shake a stick withour hitting a officer or trustee of the Mayors Rep club, that has a nice fat salary. I am thinking of joinng that club so maybe I can get's me a good job! Naw, I'll stick with my non butt kissing, double dipping, non suckling at the public troth, private sector job in North Jersey.

@ Ed Klempt, I guess it is just wishful thinking to get rid of the nepotism, but I was hoping to find some new blood without relatives in the system. We still have to try to do whatever we can to get rid of three that are up for reelection and than the other three who have been there to long. The jury is still out on the last three elected. I would like to see how they do with three new members on the board with them. There really should be something passed that you can not be on the BOE if you have any relatives working in the school system.

If Torrone were to be elected this November he and his wife would only be together on the board for 1 year. As the three that were elected in the last election would have to face reelection November 2013. So if we don't like the way that they work together we could boot her out in 2013. But, I have to say that Reimer-Torrone was the ONLY one who had the guts to stand up to Ritacco when it came to Ritacco's contract and the insurance contracts that we found out to be non existent.

I come from a small town where everyone either knows everyone OR is related to everyone! LOL So of course there will be a bit of nepotism....that's just life and in Toms River, which is 'kind of like' a small town except on a larger scale, it's difficult for everyone not to know someone. HOWEVER>>>>>> Having said that...This BOE had been about much more than just that. It's the way things have been done. We need to clean up the process, just not the individuals. A different mind set needs to happen, instead of the way things have 'always been'.

I agree, no way should there be a husband and wife double teaming on the BOE. I also think most folk's agree with that, and will not vote the other half of Torrone and Torrone in. However on the other side you have Gus whom worked for Ritacco as the Toms River Transportation bus super for almost 20 years here in town, and right after that, became a BOE member under the Ritaco era. Wish I knew more about the candiadtes from Toms River so I would know who to vote for. Want to get rid of the two incumbents, but want to vote for the right people and it would be so nice to vote for someone without connections. Isn't there somewhere we can read more about these people. I am still afriad with so many running the incumbents might actually have a chance since the votes may be so lit amongst all the others.

Lorren Torrone cries at almost every Bd mtg about transparency, yet she's looking the other way while her husband tries to fly under the radar through a loop hole to get elected to the same Bd she is currently sitting on. CONFLICT combined with total lack of transparency! Are you kidding me?? Come on Lorren/Joe how stupid do you think the people of Toms River are?

Many teachers received political email on school and home accounts supporting the challengers in the Board of Education elections. Seems to me that a former teacher would have access to this information (especially the home accounts of teachers). Would you like to comment Ginny?

Here's how it went down: Daddy Rhine asks Ben for the accounting job. Ben asks Daddy Rhine to run someone that he and his friends can control and would have teacher support. BOOM Ginny, exteacher with a group of current teacher friends who are still grumpy over the last contact the Union botched, enters the race. Daddy reminds Ginny to play the honest dumb housewife who just wants to help the community. Ginny cries when the tough questions are asked even before getting elected.

Joe - That rating site has been up for many years. Kids in college use such sites routinely to get a sense of what their peers think of a professor. Again, I don't give it much credibility as all you need are a dozen disgruntled students to post negative reviews, whether deserved or not, to score that instructor low. In fact, I don't know of many kids who would rate a challenging teacher who assigns a lot of relevant and beneficial homework and projects highly. All in all, the best arbiter of a good teacher is an involved parent.
