Township: Wait for FEMA Flood Elevation Maps Before Planning Construction

Maps are expected to be received by Toms River officials on about Dec. 12

 

Toms River officials caution that residents with storm damaged properties should review upcoming preliminary flood elevation maps before they begin rebuilding plans. 

The Federal Emergency Management Agency is expected to issue the maps on or around Dec. 12, according to a news release issued on the township's website

"Based on this new information and in light of the short time frame involved, the Township strongly recommends that property owners review the new flood elevation maps once they are issued, prior to moving forward with their rebuilding plans," the release reads.

Residents who seek to rebuild their damaged homes within the same footprint as where the original stood will be permitted to do so, according to the township. Those who want to rebuild are asked to contact Toms River's planning office at 732-341-1000, ext. 8354 for more information.

Barrier island storm debris collections began on Wednesday and officials ask that residents do not use township-issued robo cans for that refuse. 

"Storm debris is being collected by a private contractor, through an agreement with Ocean County consistent with FEMA regulations, using machinery designed to collect loose bulk waste. The Township robo cans are not compatible with this system," the release reads.

Crews are emptying cans that have already been filled; once cleared, the township requests that they are not used until regular trash collection again begins.

Don't get this article. We had damage from the flood. We already are doing work in the house in the same footprint where we had 4ft of water. Should we halt the work till the map comes out?

They want you to elevate your home...Put it on stilts so you will get cheaper rates on your flood insurance or maybe not be required to have flood insurance. What guages your Flood inurance rates is elevation and proxsimity to water.

Come on now, you mean all of those folk's that have already begun doing work , may have to tear it down and go up? No way that is true. Wait till some of these poor people go and try to sell thier homes and have to explain to the prospective buyer's the flood story. Imagine that sale, well we had only 5 ft of water on the first floor, but don't tell the mortgage company, ok?

@Andy If you house isn't a total loss, you can repair. There might be new codes for rebuilding. Make sure you have inspected below the house (crawl spaces) and all the floor joists and wall studs have a chance to be cleaned and dry. Don't resurface until you have power and heat.
FEMA has a grant program, not a loan, to upgrade certain methods of remediation against future losses.

Toms River (barrier island) has kept everyone out so there hasn't been any rebuilding yet. Most other communities that were catastrophically affected have begun to heal and rebuild. Toms River and the Seasides seem to be lagging behind. Explanation?

Too many people have started before they have power. Concentrate on removing and cleaning. You are going to need time to inspect for mold and the temperature has been too low for adequate drying, especially for flooring and wall studs.

True. I live in Green Island , had well over three feet of water thru my entire home (ranch). Cannot live there. Have yet to see dollar ONE from my flood Insurance company. Oh yes, the adjuster has been here, think 3 weeks ago. My home is still sitting there,. soaked walls, floors, and all. I have no money to pay anyone to do any work. Told the ins adjuster same, She said, no problem we will get you emergency funds ASAP to at least have the sheetrck removed. Yea, anyone want to buy a home on and in the water?

Nancy, many churches in the area have groups going out. Samaritan's Purse is going out cleaning houses - you can contact them through Grace and Peace Church. And Calvary Chapel in Old Bridge has a relief group. I will try to post the links for you.

Just wait....FEMA is planning to redraw the flood maps. So if you weren't in a flood plan now you may end up in the new map. What that means is your mortgage company will demand (because FEMA demands) you carry flood insurance. Flood insurance insurance is a different policy from you regular homeowners insurance. Everyone I know who is forced (YES I do mean forced) pays 1K - 2K a year on top of what they pay for regular homeowners ins. Not pretty. Because I do not have a traditional mortgage, I have a line of credit my bank don't care what I carry. I do carry insurance but it's not required, I'm not that stupid . To get away from being forced to carry flood, refiance your home with "line of credit" loan. Good Luck!!!

doesn't matter if you have a "tradtional" mortgage or a line of credit. as long as the residence is the collateral for the loan or line and you are in flood zone A, flood insurance is required. your bank is in the wrong and may not be aware that you are in a flood zone.

They didn't care if I had regular insurance. I think your incorrect. I'll fight them tooth and nail if need be. I'll never see a flood where I am. All FEMA is is a scam to replemish their funds for others who received aid. The mismanagement is horrible there. Read up on it.

Again with misinformation. Your mortgage company requires you to have flood insurance if you have a property in a flood zone. It's a separate policy because it is reinsured by the National Flood Insurance Program. There are very few people that can use a personal line of credit to buy a home, even if it is secured by home equity. If the home is collateral, they most likely will require regular insurance and flood insurance depending on its location.
Given the higher rates of interest, it's most likely cheaper to have a home mortgage and insurance. And you don't get to walk away from a line of credit by surrendering the property.

This booklet supplied by FEMA is from 2010. They mention "as low as $129. a year". That's BS.

That can be for a renter in a low flood zone. Rates depend on location and amounts.

Does anyone have any insight on when Ortley Beach will be able to come and go freely to damage control?
I realize that there is no rebuilding yet or even allowing for flooded boilers to be replaced, but it would be nice to just keep cleaning and organizing at free will. This whole Day 1,2,3 East, West, Middle thing is BS!!!!

I live on Green Island and I am required to have flood insurance. Height of the property dictates your cost but so does the construction of the house. My home was built in 2003. The garage sits 5.8 feet above sea level and the living area is 9 feet above (we still had 2 feet of water in the garage and 2.5 feet in the crawlspace). In the cinder block and concrete crawlspace, it has 8-10 panels that are designed to break away if the water pressure gets really strong to let the water in and then out so the house stays on its foundation. My policy cost for 2012 was (and I stress WAS) $740. I live right across from a lagoon and the bay is three houses over from me. Before we settled on this house, we looked at an older home about the same size at a lower elevation without this feature and the insurance was $1400/year. Do your research and know that every house is a special case.

i have a small ranch in toms river i rent to my son. my flood ins is $14,234 a year, not including contents. i am not entitled to any help from FEMA cause not my "primary home". Did get an advance from flood ins, but it is going quickly. my son, who rents, applied to FEMA to get help to replace his furniture and they told him he had to apply for SBA. Wtf? Not to mention all the other bullshit i have been putting up with. lost 2 cars, inlaws homeless, daughter homeless, son and girlfriend homelss, they with me now in seniorville. will do what i have to do, but my daughter can't get any help either, other than rental assistance. just dont get it.
