Toms River Man Arrested for Theft, Passing Bad Checks

A Toms River man has been arrested on charges of theft and passing bad checks after prosecutors say he wrote a $3,000 bad check as a refund after failing to deliver services he promised to a customer of an advertising company he owns.

Richard Michae Ciullo, 51, of Toms River was arrested Tuesday by members of the Ocean County Prosecutor’s Economic Crimes Unit and the Toms River Township Police Department, said Al Della Fave, spokesman for the prosecutor's office.

In May, Della Fave said, the unit received a report that Ciullo of “Just Results LLC” allegedly received a $3,000 deposit to provide advertising for several family businesses, yet failed to provide any services. Realizing that Ciullo had not performed any of the contracted advertising, the victim requested a refund. Ciullo responded by allegedly writing a check knowing that there were insufficient funds to cover the refund, it is alleged.

Just after 6 a.m. Tuesday, Ocean County Prosecutor Economic Crimes Unit members Sgt. Cindy Boyd, Detectives Brad Frank, Ryan Mahoney and Mark Malinowski, along with Toms River Police Detective Robert O'Neill, responded to Ciullo’s Sun Valley Road residence and placed him under arrest without incident.

Ciullo has been lodged in the Ocean County Jail in lieu of $50,000 cash bail.
