Toms River was knocked out of the top 20 because of the 25-year-old myth about cancer from Ciga-Geigy and Reich water pollution... which was disproven by the Pulitzer Prize winning book "Toms River."  However, I understand why the state's failed Sandy "recovery" is a factor.  Federal money is still tied up in Trenton, oceanfront property owners still won't allow dunes to protect the town, and thousands of homes are still damaged, moldy or just gone 19 months after Sandy!  Other than that, TR is a good place to live.
