Citizen Tips Lead to Toms River Drug Distribution Arrest

Police conducted surveillance at apartment complex

Toms River police are crediting tips from citizens for spurring an investigation that has led to two arrests for drug distribution.

The Feb. 18 arrest of two local residents at the Briar Knolls apartment complex on Route 166 came after the department's Special Enforcement Team conducted an investigation that included surveillance of the suspected drug activity, said Ralph Stocco, police spokesman.

The investigation led to the apprehension of Rashad Anderson, 27, of Lakewood, and Robert Barbieri age 53, of Toms River. 

The officers, Stocco said, observed a drug transaction adjacent to the complex and moved in to make contact with the participants. Upon approach, Rashad Anderson fled on foot and was pursued through the complex grounds.

According to Stocco, once caught, Anderson began to physically fight the officers, though he was ultimately restrained and taken into custody. Police say Anderson was found to be in possession with crack cocaine. 

Barbieri, who cooperated when approached by officers, was also in possession of crack cocaine, Stocco said.

A judge eventually issued a search warrant for Anderson's 2005 Chevrolet Equinox which yielded an additional quantity of cocaine, Stocco said.

Anderson was charged with possession of cocaine, possession of cocaine with the intent to distribute, distribution of cocaine, resisting arrest, obstruction of administration of law, and aggravated assault on a police officer. Bail was set at $75,000. Anderson was not listed as an inmate in the Ocean County Jail on Tuesday.

Barbieri was charged with possession of cocaine and was released on a summons.
