Parents of 3 Month-Old Infant Charged with Alleged Abuse

Manchester man, 27 and Toms River woman, 19, both charged by county prosecutor

Two parents were charged with abuse and neglect of their three month old infant child, the Ocean County Prosecutors Office announced today.

An investigation kicked off between the prosecutors office and Manchester Police after the child was treated at Jersey Shore Medical Center on Saturday. The infant, born Nov. 12, was admitted to the Pediatric Intensive Care Unit for "treatment of injuries suggestive of child abuse," said Prosecutor Marlene Lynch Ford in a prepared statement.

“After interviewing both parents and completing the initial investigation, child abuse and neglect charges were authorized against both parents," Ford said.

The infant's biological father, Timothy Brooks, 27, of Manchester, was charged with one count aggravated assault and one count child endangerment. Bail was set in the amount of $200,000 by Judge James Blaney, no ten percent option. The defendant is currently lodged in the Ocean County Jail in default of bail.  As a condition of bail, the defendant is to have no contact with the victim.

The child's natural mother, Tiffany Tormey, 19, of Toms River, was charged with with child neglect, child endangerment and hindering. Bail was set in the amount of $50,000, no ten percent, and the defendant is currently lodged in the Ocean County Jail in default of bail. As a condition of her bail, the defendant is not permitted to have contact with the victim.

“The investigation also indicated that the natural mother of the child had failed to take appropriate protective measures toward her child.  Furthermore, police allege that she provided false and misleading information to them during the investigation," Ford said.
