Sunday night: Approx. 9:15 - 9:30 PM; Toms River: On Hooper Ave, heading north from Rt 37 towards the OC Mall - 5 or 6 very shiny, new, 'luxury' vehicles, all with darkly tinted windows, all driving with their emergency flashers on, following each other closely. ALL New York license plates. I believe they turned off Hooper onto Bay Ave between the OC Mall and Seacourt mall. Anyone have any idea what could have been going on?
