Police: Officers Witness Man Strike Car at Seacourt Pavilion, Issue Multiple Charges

Toms River police report three recent DWI charges issued by officers

A suspicious person call in the Seacourt Pavilion parking lot Sunday led to multiple charges for a township man after police said they saw him strike a parked car there. 

"While officers were arriving they observed the suspect strike a parked car, causing minor damage, then attempt to drive away," said Toms River Chief of Police Michael Mastronrady. 

Roger Rowland, 27, was charged by Officer Robert Westfall with driving while intoxicated, leaving the scene of an accident, and driving with a revoked license, the chief said.

According to Mastronardy, Rowland was lodged in the Ocean County Jail on outstanding warrants issued by the county and Lacey Township.

Officer Pascal Gambardella stopped a vehicle on Sunday at 2 a.m. along Route 35 and charged 24-year-old Joseph Kern of Brick with DWI, Mastronardy said. 

Officer Sean Smith charged Toms River resident David Ortega, 44, with DWI after midnight Sunday on Route 37 near King Street, according to Mastronardy.
