Toms River Home Aide Sentenced to Pay $144K Restitution

Woman pleaded guilty to forgery, theft by deception, also sentenced to 94 days in jail

A Toms River woman will serve 94 days in jail and must repay $144,950 she admitted stealing from a home health aide patient.

Yvette Bullard-Tebetts, 44, of Toms River, was sentenced Sept. 7 by Superior Court Judge Wendell Daniels in Ocean County.

She will serve 94 days in county jail as a condition of two years of probation. Bullard-Tebetts was also ordered to pay $144,950 in restitution as well as a $1,936 to the Division of Criminal Justice for repayment of costs incurred due to costs of her extradition in June, announced Attorney General Jeffrey S. Chiesa.

Chiesa said in a news release today that Bullard-Tebetts stole from a patient by forging and cashing blank checks.

Bullard-Tebetts had pleaded guilty to two counts of third-degree theft by deception and three counts of third-degree uttering a forged instrument.  The charges were contained in a state grand jury indictment that was unsealed on Nov. 16, 2011. Her plea came in July.

Bullard-Tebetts admitted stealing three blank checks from a home health aide patient who employed her, according to a release from the attorney general's office. Bullard-Tebetts forged and cashed the checks for $144,950, the release said.

The home health aide then used the money in Atlantic City casinos, on furniture, travel, clothing, jewelry, a car and her apartment lease, the release said.

According to Chiesa, Bullard-Tebetts was returned on June 12 from Florida to New Jersey by way of a Governor’s Warrant executed by the Office of the Insurance Fraud Prosecutor, Medicaid Fraud Control Unit.

Acting Insurance Fraud Prosecutor Ronald Chillemi noted that Deputy Attorney General Gina M. Galante and Detectives Anthony Iannice and Kylie Mattis were assigned to the case.

such a low life, preying on the elderly. she should have gotten more time.

Question -Why aren't family members keeping a handle on their families care and financial business? Hmm....could it be they just don't want to be bothered and entrust aides to do what they don't want to do. Very sad!
holyhhh September 10, 2012 at 05:12 PM
Wow, how ignorant of you to assume everyone in this situation has a family to look out for them! I lost all of my immediate family by the time I was in my late thirties. No one is looking out for me and I know that my future is very uncertain. I hope you are grateful to have your family. I wish I could go through life as ignorant as you. Must be nice
momere September 10, 2012 at 05:41 PM
Your "ignorant" response shows your total ignorance! Sorry! That you're alone and have such an uncertain future. But, what are you doing to ensure your future isn't so bleak! BTY - I do have a very loving and caring family. BUT, I was raised to stand on my own two feet, which has served me well. What's "nice" about my life is I'm smart enough to rely on God almighty as my source. So far, it's worked for me! Be blessed!
holyhhh September 10, 2012 at 06:16 PM
Good luck with that.
Donna Griffin September 10, 2012 at 06:20 PM
momere - Unfortunately, more often than not, family members are the ones taking advantage of them :(
momere September 10, 2012 at 06:43 PM
It has NOTHING to do with luck! It's called FAITH! AND so far it's worked very well for me! You might wanna give it a try :) especially since you're concerned about your future!
holyhhh September 10, 2012 at 06:50 PM
I wonder if the poor victim in the article had "faith", and if she did, does she still??? Big questions that do not have such a simple answer. I sincerely hope your life continues in a positive direction momere. I wish it was true for all of us.
. September 10, 2012 at 08:52 PM
......holyhhh may be able to stand on her own two feet today, but unfortunately, someday they may not. There are many people in this world that are alone and when they are old and sick, no one is there to watch over their day to day life. To think that "God Almightly" is going to take care of you is really pushing it. You are the one with your ignorance showing!

They may not let them. The article does not say how she was caught.
ed crowley September 10, 2012 at 10:55 PM
When you can't stand on your own feet what will you do? Hope dementia or other illness does not occur as you age.

The Pope has aides does he not have faith?

How embarrassing.
marcy September 11, 2012 at 02:43 AM
Why is it that there are always people that can't stand it when someone has faith in G God? Such bitterness certainly won't help anyone.
Paul E Taylor Jr September 11, 2012 at 10:39 AM
Most of these home health aids are illegals, they get paid low wages, and are nasty all while they carry the Bible with them. I am a born again Christian and can not stand how they act. My mother in law had a few that had to leave the country then come back again. They are pros at pulling the wool over the families eyes.
Richard J. Thomas September 11, 2012 at 10:43 AM
Faith ? you mean hocus pocus don't you.
Donna Griffin September 11, 2012 at 11:44 AM
Paul - I deal with home health aides professionally. The reason so many are immigrants is because the jobs cannot be filled by American-born citizens. They simply do not apply, are not as reliable when they do and are oftentimes not as diligent as the immigrant worker. It's sad, but it's true. Culturally, I have found with the hundreds upon hundreds of HHAs with whom I've dealt, the immigrant HHA has a respect for the elderly which unfortunately is not found in many 40-50 y.o. applicants who are born here.
Leslie Lee September 11, 2012 at 12:22 PM
This isn't the aides first crime and I am sure it won't be her last. She probably has a few different names she goes by as well.Probably has her next scam planned out right now.People that do things like this just don't decide today is the day to start stealing. It goes way back.
Matt September 11, 2012 at 07:43 PM
What does God or immigrants have to do with this article? For one can't you over zealous bible thumpers and bigoted idiots keep your mouth shut off it doesn't pertain to the story? She sounds pretty American to me, and she is a sum bag. She should have gotten more time, but stupid people do stupid things, and she'll never work as a HHA, do she'll just find another way to scan people
Miriam September 11, 2012 at 11:03 PM
Momere...Seriously? The way in which you responded is UNGODLY! Holyhh, said you are ignorant...God even say's his people perish for a lack of knowledge. And I'm sorry, but your initial response was filled with lack of knowledge and ignorance. You're sorry he/she is alone and has an uncertain future? Let me tell you...your sincerity shines through in that statement (sarcasm.) She has to do something to ensure her future isn't so bleak, yet you solely rely upon God? Pick one. When you solely rely upon him you do not worry about what you shall eat, or drink for he supplies our needs, and that means you DO NOT need your family on any level. Is that realistic?Everyone needs someone. The fact God has created us all is an example of this when we are in one accord with him.Or do you contradict? A rhetorical question by the way, but God also says to care for the orphan, the window and those who don't have anyone. What a great example of Jesus you just portrayed let me tell ya! I'm sure Jesus would have responded the same way,if some man, or woman came to him and said they have no one.Hardly! I do not know holyhhh, but I will tell you one thing. The arrogance/pride you just portrayed is the EXACT reason why people turn away from God/Jesus.We're suppose to model him, and this is what they see?But then you arrogantly attempt to speak blessing over a stranger? When we could very well be entertaining Angels?!Your pride does not usher blessing.Instead God is showing you MERCY! Repent to him.Shame!
Miriam September 11, 2012 at 11:12 PM
Holhhh, you're entitled to your own opinions/choices because God gives us all free will, but I want to sincerely apologize for the smart retort momere spoke in response to you saying he/she is ignorant.Even if you do not believe in Jesus he does care for those who are oppressed, weak and have no one.How this individual responded is not the character of Jesus. Some have strong faith, others faith is weak, and others have the gift of faith, which is spoken of in the Bible,so their are different levels of faith. If you have faith as small as a gran of mustard seed you have MUCH!With a level of faith God will open doors to send those who need someone their way 100% of the time. It's a matter of who you reach out to and who is truly following him.Don't get discouraged on any level at those who throw fiery darts! Those attacks are not of God, but the accuser.
Miriam September 11, 2012 at 11:21 PM
Because there's a difference between faith and arrogance, and those who don't have faith are instantly replied. However, when someone who lacks faith,or has little meets Jesus they have a choice. It's not up to you, or I to question their path. It's up to us to keep our mouths shut and be an example of who Jesus really is. And if anyone continues to cause a little one to stumble...Woe unto them! People need to stop acting perfect. We are nothing, but filthy rags, bought with a price to have a brighter future and acting so prideful and arrogant implies you declined the invitation and just don't know it! Who ever that women/man is "holyhhh" God bless her! No one knows what she/he is going through and her anger came about, perhaps because she too is alone and for people to kick her while she's down is one thing, but to advocate your belief in God and kick her down is evil and leaves you to be nothing more than a bully. She is already blessed! Because if she doesn't have much she will always remain humble! It's hard for the rich to get into heaven,so if you do have much think about that and start acting as Jesus would with what he's blessed you with, and if you don't have much stop listening to those name it claim it preachers telling everyone it's God's will for us to have a ton of money in this life,if so?That's a lot more than we though not getting into his kingdom because their wealth blinds to the truth clearly!

Isn't about time to legislate some kind of protection for the old folks? When they become disabled mentally or physically their should be some kind of agency to be notified to protect the interests of the elderly. I know that SS is notified when you die by the funeral home. It's not too unusual that the kids or the help want to pick the pockets of the one entrusted to their care.
Donna Griffin September 12, 2012 at 03:12 AM
Mary - It's called the Ocean County Adult Protective Services unit and they can be notified of suspected elder abuse anonymously. The allegations will be promptly investigated.
