Toms River Police Charge Two Local Residents With Heroin Distribution

Police launched surveillance after receiving a tip

A Toms River woman and a Seaside Heights man have been charged with heroin distribution after police set up surveillance following a resident's complaint.

The exact location of the surveillance has been withheld in order to preserve an ongoing investigation, police spokesman Ralph Stocco said, but police did release the names of two local residents who are facing charges.

After witnessing short term traffic at a known narcotics distribution location, officers approached a vehicle that was occupied by Cassundra Ortiz, 31, of Meadowlands Court in Toms River, and Samuel Sklaney, 25, of Hiering Avenue in Seaside Heights, Stocco said.

As a result of an investigation, a quantity of heroin was seized from the vehicle and both occupants were placed under arrest, said Stocco.

The arrests were made in the general area of Route 37 and Garfield Avenue.

Ortiz and Sklaney were both charged with possession of heroin and possession of heroin with the intent to distribute and were released on a summons.

Ortiz was previously arrested in Nov. 2013 after members of the Toms River Police Department’s Special Enforcement Team executed a search warrant at her residence. During that investigation, Stocco said, a large quantity of heroin and money was seized.
