This horrific epidemic is going to continue to plague Ocean County no matter how many dealers and junkys end up in the legal system. The scourge of opium has afflicted the human race for thousands of years. There has to be some sort of better way to treat addicts without giving them a legal history that will burden them throughout their lives.
