Traffic-Alleviating Lomell Lane Opens in Toms River

New connector road between Route 571 and Route 9 diverts some around the roads' intersection, eases northbound Parkway access

As a worker from C.J. Hesse removed the last of the traffic barrels from the Exit 83 ramp coming off the Garden State Parkway, a pickup truck exited to the left and pulled up to the light at Lomell Lane.

And with his turn left onto Lomell Lane, that driver became the first to use the new connector road to reach Route 571 and avoid the traffic tieups that have long plagued drivers getting off the Parkway who were heading north on Route 166/Route 9.

"This is a dramatic improvement for our commuters," Freeholder Director Gerry P. Little said during ceremonies officially opening the new road, construction on which began in October.

In addition to traffic relief that Little and the rest of the Ocean County Board of Freeholders have been stressing for months, Little said naming the road for Leonard G. "Bud" Lomell was a fitting tribute to someone considered a true American hero.

Little, citing passages from "The Greatest Generation," by Tom Brokaw, said Lomell's actions as an Army Ranger at Pointe du Hoc in Normandy were critical to the success of the US invasion at Normandy on D-Day.

"Bud and another sergeant went a mile inland (after scaling a cliff at Pointe du Hoc) to find the cannons that were aimed at Utah Beach and Omaha Beach," Little said. Lomell and the other Ranger found the cannons and Lomell destroyed their sites with incendiary grenades, preventing the cannons from being used.

"It was one of the most important actions to save American forces on D-Day," Little said.

After the war Lomell returned to Point Pleasant, where he was born and raised, and married his wife, Charlotte, on June 6, 1946, the second anniversary of D-Day, then spent the remainder of his life in Ocean County, Little said.

Freeholder Joseph H. Vicari praised Lomell as the kind of person "who did it the way you should," working hard to build his law firm and giving back to the community as his life progressed.

Charlotte Lomell thanked the freeholders and Toms River officials, including Mayor Tom Kelaher, for honoring her husband. It was Toms River officials who requested the name, as the county only uses number designations, Little said.

"I know he would have been absolutely delighted," Charlotte Lomell said.

Vicari expressed pride that the road was finally completed after the traffic issues at the Routes 166 and 571 intersection had been talked since the 1990s, noting that much of the problem is Route 9 is virtually the same as it was in 1929.

"This has been a critical improvement," Kelaher said. "Anything that can improve the quality of live in Toms River is welcomed."

"This is a vast improvement," Toms River Police Chief Michael Mastronardy said. "It will alleviate much of the congestion and enhance traffic safety," noting that will be especially important for school buses coming to and from Toms River Intermediate North, which sits just north of Route 571, as well as those buses going to and from the Ocean County Vocational School on the campus of Toms River North.

Here's how Lomell Lane works:

a) Drivers exiting the Parkway at Exit 83 now can choose to follow the old ramp around and merge onto Route 166/Route 9 north. They also can stay to the left and follow a new ramp to a traffic light at 166/9, where they have the option of turning left onto Route 166 south or right onto to Route 9 north.

b) Drivers seeking to get on Route 571 can stay all the way to the left coming off Exit 83 and will come to a light at Lomell Lane. There they can turn left on Lomell Lane, which will take them to Route 571. At the light they have the option of going left on Route 571 toward Manchester, right toward Toms River North and Hooper Avenue, or straight ahead onto Intermediate Way West to access Toms River Intermediate North.

c) Drivers seeking to get on the Parkway northbound at Interchange 83 can now access it by turning onto Lomell Lane from Route 571, avoiding the need to drive down Old Freehold Road and take one of the cross streets that connect Old Freehold Road and 166, or, conversely, avoiding the traffic tieups caused by drivers who head south on 166 to make the left just beyond where the Parkway crosses Route 166 overhead.

The APP did the same thing with this story... no map, no drawing, nothing. I drive that way frequently and I still can't figure out where this road is.

Light was working today for it on 166, so I went to take it to cut through to 571 instead of going all the way up to the light at 9&571. What happens whjen I get there the barriers are up so the only thing you can do is going parkway North. They should have informed people of this instead of saying it was going to be opened. I had to go all the way to Brick to turn around. Thanks for nothing. Good move on the politicans part as usual.

LOL, they didn't fully open the interchange? I guess I shouldn't be surprised. I originally thought they were somehow incorporating a southbound Parkway entrance from 571. Unfortunately, unless this relieves traffic on Rt 37 going west it doesn't help me :(

The road starts at the old parkway on ramp on 166 just opposite Stella Towne Plaza. There is a new traffic light there. It ends on Route 571 just opposite Intermediate North Way where another traffic light now stands.

Guys, Lomell Lane is IMPOSSIBLE to miss when you get on Exit 83, on the NORTHBOUND side. Do you really need a map for EVERYTHING? Also, I have NEVER experienced traffic congestion at Exit 83 so I don't know what they're trying to alleviate. If the county wants to alleviate traffic they should find a way to fix Brick Boulevard between Molly Lane and Yorktowne Blvd.

Another damn traffic light. This is going to make rt 9 even worse. Rt 571 goes from 2 lanes to one lane back to two lanes then back to one and finally back to two. Do the apartments really need their own turn lane? NO.

sigh. i also get off the parkway at 83 and need to make the left onto 571 where only nine cars get to turn at a time (unless someone isn't awake, then it is seven or eight). I cannot picture how this lomell is going to work, is the option to have to go towards the intermediate school, turn left, backtrack and cross route 9/166 to continue on rt 571??? i wish they drew a picture of how it works! LOL

eh, i guess i'll just continue to sit at the obnoxious light to make my left :D re-reading the article, it looks like this was done mainly for the school busses. the real traffic tie-up on 9 (at that point anyways) is just as one passes the new improved intersection and continues to head north. all the way to church road it is massive traffic...

as usual, the road dep't engineers missed the mark again. what is needed is an additional exit from the north (south bound) parkway at that location. an exit there would eliminate the tie ups at the 166 & rt 37 jug handle. people coming from north and living on the north side of rt 37 (pleasant plains area) would be able to exit there and not have to come all the way to #82 and back track up 166. simple logic people of the D.O.T. wow.....not brain surgery!

I agree... but the bozo's plan is to put a full exchange at Church Rd... As well as full exchange at Rte. 70... and full exchange at Cedar Bridge...

Ken, I'm not sure what time you were through there. The road wasn't fully opened until 1 p.m. -- I stayed until they took the last cones down.

Hi. I added a map. What you've described is exactly how it works. Instead of taking the loop that kicks you onto Route 9 north and then having to fight your way over and sit through a couple of cycles to get through the light to turn left onto 571, (and I have sat through that light numerous times and it's frustrating), Lomell will allow you to turn left on 571 and then go straight across when you reach Route 9. It also will allow you to avoid sitting through three or four cycles of the light at 571 to turn left onto Route 9 if you just want to go south. Drivers who want to get on the southbound Parkway there will still have to turn left from 571 onto Route 9.

A southbound GSP exit 85 would do the trick there. Most of the people on Brick Blvd are going southbound to Fischer or even further because, despite a population of 100,000, Toms River has no parkway exit southbound from 88 to 82 - this should have been done years ago! But instead we got Exit 89 only 1/2 mile north of 88, and new exits in Berkeley and Lacey where there was not as much need as here.

WHEN, oh when, will the clowns at GSP HQ in North Jersey get it that a southbound exit has been needed for years -- at this exit 83 (or a new one at Church Rd. or anywhere else north of Rt. 37)? The ridiculous U-turn at Rt. 70 west to go north on the GSP should also have been fixed years ago.

Martin, You can't go south on Rte. 70... so all the people south of Toms River who work in say Lakewood or even Brick... have to get off at exit 83 and drive old freehold road or rte. 9 to get where they are going to. I don't think they need a full exchange at church if they put a full exchange at exit 83!! clearly they need full exchanges at rte. 70 and cedar bridge for lakewood and brick.

I doubt people like you coming from the south and needing to make a left at 571 will take Lomell Lane.... they could as you described.... Lomell Lane will alleviate traffic to those you would normally take a right at 571...

Actually, JD, I absolutely would do that. I despise making the left from 9 onto 571. Trying to merge and get into the left-turn lane is a pain and when there's heavy traffic there, people are unwilling to allow others to merge. I would rather make the left from Lomell onto 571 and go straight across than sit through the light at 9 three or four times.

Karen, It will be interesting to see traffic pattern in about a month from now... after people get aclimated. The traffic on 571 east of Rt. 9 is backed up nearly up to Intermediate Way at times... but that is before this change. I don't see this change alleviating that much traffic backups at the lights on Rte. 9 and 571.. This helps those west of Rte. 9 trying to get to the Parkway North... they no longer have to go to the rte 9/571 light to take the left. It also helps those coming from the south... take exit 83 to lomell and take a right on 571... they bypass the 9/571 light.
