Toms River Mayor Thomas Kelaher participated in a flag-raising ceremony at the township's Goddard School preschool on Tuesday.
The flag was presented by World War II veteran Albert Perdeck to the New Jersey Army National Guard, and they, in turn, posted the colors. As bagpipes played, the children sang, followed by a speech from the mayor.
