The Department of the Public Advocate developed programs to deal with criminal and civil issues. The agency includes the Law Guardian Unit and the Division of Youth and Family Services.
This office houses New Jersey's Public Defender and various divisions. The Public Defender is appointed every five years by the governor. Divisions of this office include Administration, Appellate, Office of the Law Guardian, Office of Juvenile Service, Office of Parental, Representation, Special Hearings, Intensive Supervision Program, Drug Court and Mental Health Advocacy.
A major division of the Office of the Public Defender is the Intensive Supervision Program, created under Yvonne Smith Segars. According to the Office of the Public Defender's Web site, drug courts throughout the state are giving non-violent drug offenders the opportunity to participate in an intensive supervision probation program rather than serving a prison sentence. Some components of the program include drug, alcohol and gambling counseling, curfews, community service and employment.
