Column as submitted by Congressman Jon Runyan Dear Friend, Earlier this week, Budget Committee Chairman Paul Ryan released his proposed budget for Fiscal Year 2013.  This budget proposal, politicized well before it was officially released, continues the important and difficult work of moving federal spending toward fiscal discipline, and seeks to address the decades-long trend of out-of-control spending in Washington.
