School Board Approves Central Administrator Contracts

A single board member voted against all three employment agreements, citing lack of personnel committee meeting beforehand

The contracts of three Toms River school administrators were approved this week by the Board of Education, though one member opposed the employment agreements because a newly-formed personnel committee was not given a chance to meet and discuss the terms.  Business Administrator William Doering and Assistant Superintendents Debra McKenna and James Hauenstein were all approved for one year contracts when the the board met Tuesday. Loreen Torrone, a board member who championed the committee which was formed in March, was the lone "no" vote. "No, until there's a personnel committee (meeting)," she said when casting her vote for McKenna's contract, the first of the three to be considered. Torrone went on to vote against the other two …

All three contracts span July 1, 2013 through June 30, 2014, and the salaries remain the same as in the 2012-13 contracts.  Doering’s annual salary is proposed to remain at $173,400; Hauenstein's at $158,100; and McKenna's at $172,380, according to the contracts. Each administrator is eligible for health benefits and varying amounts of vacation and sick days.  All of the contracts were…

Firm Chosen to Lead Toms River's Superintendent Search

Nationwide search will be conducted for Toms River's next schools chief by Illinoise-based firm

Toms River Board of Education members have selected a firm to lead its superintendent search.  Current superintendent Frank Roselli announced in March that he will retire effective June 30 because of health concerns. Hazard, Young, Attea and Associates, based in Illinois, will conduct a nationwide search for his replacement.  "They'll be recruiting from far and wide," said board President Ben Giovine after members voted on using the firm — one of four considered for the job — following an executive session Thursday.  The school district will pay $19,500 for the service, according to Business Administrator William Doering. Some other fees may be paid by the district, such as placing advertisements for the position.  Roselli, 61, announced …

Exactly my point @TRR, and I'm not trying to put words in your mouth. My premise is that the most qualified individuals are not placed because they are all too often vetted by not qualified cronies, relatives or those that enrich themselves from the same trough. I think it is beyond conflict of interest and borders on racketeering. My apologies of you misconstrued my comment.   more ›

Teacher Suspended with Pay While School Board Investigates Alleged Police Impersonation

Board of Education will "get to the bottom of what occurred" at Intermediate East, president said

Toms River's Board of Education will investigate the alleged police impersonation and sex crime at Intermediate East, and the teacher who allegedly was victimized has been suspended with pay while that process unfolds, according to Superintendent of Schools Frank Roselli.  "In the interest of the teacher, students and staff, and pending a thorough investigation, the teacher in question has been put on suspension with pay," Roselli writes in a letter posted to the Intermediate East website Friday. "The Board of Education will be meeting to determine who will conduct the investigation. When that decision is made, it will be shared with the public." Bruce A. Figular, 50, allegedly entered Intermediate East during a regular school day through …

School Board Plans $5 Million FEMA Disaster Loan Application

Toms River Board of Education will meet at High School North for its regular public meeting at 7:30 p.m.

Education officials will look for some help to offset Superstorm Sandy's expected impact to Toms River's tax ratables base.  Board of Education members are set to approve a $5 million federal community disaster loan application for the Toms River Regional school district on Tuesday, according to the tentative April regular meeting agenda posted online.  The Federal Emergency Management Agency program allows for a loan of $5 million if a municipality's tax base is impaired. Toms River officials have said that the township's ratables base may have lost 20 percent because of Sandy. "Funding can be used to offset the levy in 2013 and beyond, providing a stable tax and rate environment for communities where stability is sorely needed," reads a …

School Board Approves Creation of Personnel Committee

One opposed to creation without full board and input from state school board association

A personnel committee was established by Toms River's Board of Education last week, though one member wanted to delay its creation until the full board is present and more information about its role could be heard.  Members discussed the creation of the committee at length during a regular meeting last week after a motion to create by Loreen Torrone, a "Clean Slate" board member who has been a proponent of establishing the oversight body since her election in 2011.  "As members of the public have known, I've been in favor of this for a long time. It is one of the master committees of school boards and our district doesn't have it," she said.  But board member Edward Gearity said that a discussion about creating the committee was planned to…

Preliminary School Budget Vote Slated for Tuesday Night

Board will present budget and vote on the plan before it goes for county approval

Board of Education members will vote on a preliminary budget Tuesday night before submitting it to the county superintendent this week. In the $208 million 2013-14 Toms River schools budget, $141,838,236 is to be raised by local property taxes, an increase of 1.9 percent over the 2012-13 spending plan, the district has said. Board members will give the budget a vote before sending it to the Ocean County Superintendent by March 7 during the 7:30 p.m. meeting at in the High School North auditorium. The spending plan is a "maintenance budget," in that it keeps staffing and program levels stable, administrators have said during a series of preliminary budget hearings held last week.  The district will receive an additional $433,802 in state …

School Tax Distribution Breakdown Expected in Mid-April

Expenditures outlined during Wednesday meeting with school officials

It will likely take until mid-April for Toms River school administrators to know the ratables breakdown among the regional district's four municipalities, weeks after the 2013-14 budget is approved. Because of Superstorm Sandy, the county has set a projected date of April 15 for finalizing ratable bases, said district Business Administrator William Doering Wednesday during the first of two budget meetings this week. Toms River officials have said that the township's ratables base may have lost 20 percent because of damage caused by Sandy, which may impact the distribution of school taxes among it and Beachwood, Pine Beach and South Toms River.  "Usually when we roll out a budget we have all of the ratable base information for the …

It is not a fixed number per student. Alpine Schools gets $139k - I'm pretty sure they have more than 23 students. Essex Fells gets $94k. I could go on but here's the link http://www.nj.gov/education/stateaid/1314/district.pdf the state uses some formula of # of students and "need" to calc....(and it's totally unfair). A fixed amount per student would be fair but we have Abbott rules instead.   more ›

The family of Eric Trust, a 2006 High School South graduation who is enlisted in the U.S. Army, was offered well-wishes as their son headed to serve in Afghanistan. "The board just felt it would be special for us to pay our most sincere gratitude," said Toms River Superintendent of Schools Frank Roselli. A standing ovation was given to Trust's parents by those in the audience at the board's meeting this Tuesday. "I know they're proud of their son, as are we. I know they're anxious for his return, as are we," Roselli said. "We wish him all the very best and we hope that he will return soon in good health." Trust, a Bayville resident, was most recently stationed in Fort Hood, Texas, before leaving for Afghanistan this week.

State requires new evaluation models be in place for the 2013-14 school year

Education administrators in Toms River are expected to approve new evaluation models for teachers and administrators during their regular meeting Tuesday night.  As part of a state Department of Education requirement, Board of Education members will vote on the Charlotte Danielson Teacher Evaluation Instrument and the Kim Marshall Administrator Evaluation Model when they gather for the 7:30 p.m. public portion of their meeting at High School North.  The DOE wants school districts to adopt new evaluation models for the 2013-14 school year; the Danielson and Kim Marshall models are both approved by the state.  "In order to improve student performance, we must recruit the best and brightest to the profession, prepare and reward outstanding …

In my experience with children in the TR schools it is the new teachers -- the "newbies" who are the least qualified to teach our youngsters. They are under the assumption that they have to incorporate all of the latest crap that they learn in college into their lessons, and are misguided in thinking that they can change the world. They are the last to show up to work, and the first to leave. …   more ›
