UPDATE: Ex-Mayor Inteso Pleads Guilty to Tax Evasion

Former Toms River Mayor Carmine C. Inteso Jr. pleaded guilty to tax evasion.

Former Toms River Mayor Carmine C. Inteso Jr. pleaded guilty today to tax evasion in Trenton federal court for failing to report hundreds of thousands of dollars of income from the insurance broker who was convicted for bribing school officials, U.S. Attorney Paul J. Fishman said. Inteso pleaded guilty before U.S. District Judge Joel A. Pisano to one count of tax evasion, Fishman said in a statement. Matthew Reilly, a spokesman for the U.S. Attorney, said five other charges against Inteso were dismissed. Inteso, who held various offices in Toms River from 2002 through 2007, allegedly took a job as a contractor in Afghanistan after learning he was the target of the tax investigation and was taken into custody at New York’s John F. Several plead guilty but have no court date; one contractor was ordered to pay $20,000.

A series of intermediaries allegedly associated with the kickback schemes of former superintendent Michael Ritacco have plead guilty but still await sentencing. The former Toms River Regional Superintendent pleaded guity April 5 to two of the 27 charges he was facing, and admitted his role in years of corruption at the school district, where as much as $2.5 million in bribes were allegedly passed between Ritacco, insurance brokers and intermediaries. He pleaded guilty to mail fraud and conspiracy to impede the IRS. Ritacco could face 11 to 14 years jail time, according to sentencing guidelines. According to the case docket, a court clerk's note entered June 11 says the sentencing is postponed. Residents have the option of sending written comments to the sentencing judge prior to the sentencing of Toms River Regional's disgraced former superintendent on fraud charges. Former Toms River Schools Insurance Broker Pleads Guilty to Fraud, Admits Payments to Ritacco

Francis X. Gartland admits to mail fraud, conspiracy to defraud the IRS and perjury.

Francis X. Gartland admitted in federal court today that while he served as the insurance broker for Toms River Regional Schools he funneled bribes through a series of intermediaries to then-superintendent Michael J. Ritacco. The payments were in excess of $1 million total from 2002-2010, announced the U.S. Attorney's Office. Gartland, 70, had pleaded not guilty previously and was awaiting trial, scheduled to begin in a week alongside Ritacco, in a 27-count federal indictment that alleged bribery, kickbacks, fraud and tax evasion. Co-Defendant Wants to Testify In Favor of Ritacco

U.S. District Court today will hear motion to sever Gartland, Ritacco trial

The man accused alongside former schools superintendent Michael J. Ritacco in an alleged kickback scheme and bribery corruption is asking to testify in support of Ritacco, and says he is innocent. Francis X. Gartland, the Toms River Regional School district’s former insurance broker, wants to testify at trial that he never paid bribes to Ritacco. The attorneys for both Gartland and Ritacco are asking to sever the co-defendants, and the request will be heard today in a pre-trial motion before Judge Joel Pisano. Ritacco, the long-time superintendent of Toms River Regional retired the same day of his arrest on federal charges of fraud.
