Friday, February 15
A former aide to Toms River's mayor claims that she was sexually harassed and paid $143,300 for her silence, according to an Asbury Park Press report published Friday. Mayor Thomas Kelaher denied the claims made by his former spokeswoman, 41-year-old Angela Santoriello, calling them a "shakedown" scheme by a "disturbed person," the paper reports. Township Attorney Kenneth Fitzsimmons told the paper that Santoriello made the harassment complaint the same day she was to be fired after disciplinary issues including tardiness, verbal abuse and using her job title for personal reasons. Kelaher denied wrongdoing and told the paper that he wanted to help Santoriello, who worked for the township from 2008 to 2010, following the death of her …

After end date, homeowners will be responsible for removing debris
Homeowners on the Toms River mainland who still have storm debris have about a month to schedule a township pick up before its removal becomes their responsibility. Pick up by Toms River Department of Public Works will cease at the end of February, the township has announced. Regular storm debris collection on the mainland ended on Jan. 27; from now until Feb. 28, debris pick up will be done by request only, according to the township. Residents can schedule a pick up by emailing the Public Works department Deputy Director Anthony Benyola with their name and address. "All storm debris becomes the homeowner's responsibility after that date," the township said in a statement.

Portions of the proposed FEMA flood map are advising elevations three feet above Sandy's high water mark.
The Federal Emergency Management Agency's proposed flood maps, which will significantly affect rebuilding after Hurricane Sandy, "appear to be overly conservative," Toms River Township Engineer Robert J. Chankalian said in a letter to the agency. Chankalian said that Hurricane Sandy was an "anomaly" and the base flood elevations, which are the standards used to build or significantly renovate homes, should be set lower than the October storm's high-water mark. These maps also have a bearing on flood insurance rates as well. However, the advisory base flood elevations (ABFE) are three feet higher than Hurricane Sandy's high water mark in some areas, Chankalian said in the letter, which was posted on Toms River Township's Website. The …

Township Council authorizes administrator to go out to bid for 4,000 square foot-facility to house government records
Toms River officials are looking to build a warehouse for storing some public records, in the wake of a storage crisis. An item on the consent agenda at last night's Township Council meeting authorized the township’s Purchasing Division to advertise and receive bids for the construction of the building. Resident Dennis Galante asked about the projected cost, size or location for the building. Township Administrator Paul Shives that the planned location for the facility is on North Bay Avenue, across from the Public Works Facility on nearby Church Road. Column as submitted by Toms River Council President Maurice "Mo" Hill: The Toms River Capital Budget provides long term financing via bonds to fund equipment and construction projects that have a projected life expectancy of between 10-20 years. The cost is spread over the useful life of the equipment. If the total cost of the equipment or project were paid as part of the annual municipal budget the cost would be prohibitive. Over the past few years the Township has undertaken numerous capital projects such as the indoor ice rink at Winding River Park, sport turf fields with improved lighting for the youth lacrosse and football leagues, renovation of the Richard Clements Law Enforcement Center and municipal court complex, …

MTV's "Jersey Shore" spinoff told it can't film at residence
Snooki and JWoww won't be filmed hanging out at home -- at least not at the Toms River residence of one of the two women. Township Administrator Paul Shives said the township received a request from 495 Productions, the company behind MTV's "Jersey Shore" and its spinoff, "Snooki & JWoww," seeking to film the new show at a residential location. "The township has an ordinance that prohibits the filming of movies, television shows or commercials in residential areas," Shives said Thursday. "It's a zoning provision." So the township advised 495 Productions that filming at the residential site -- the home of one of the two stars, Jennifer "JWoww" Farley and Nicole "Snooki" Polizzi -- was not permitted under ordinance. The site was not …

Loss of valuation, fixed cost increases largely to blame for budget growth, administration says
The Township Council unanimously introduced a 2012 municipal budget Tuesday that will raise taxes by an average of $78.86 a year if adopted in its current form. A spate of successful tax appeals and a township-wide loss of assessed valuation contributed to a proposed $100,681,043.31 spending plan that is 1.65 percent larger than the 2011 budget, Administrator Paul Shives said in a press briefing before the Township Council met. The 2012 budget will be funded in part by a $65,017,507 tax levy that is $3,537,600 greater than the $61,479,907 2011 levy. Residents at the township average assessement of $355,056 would pay $19.72 more a quarter, or $78.86 a year. Reduced Base, Fixed Costs Shives said the administration largely kept expenditures …
